Ahead of NRC (National Register of Citizens) publication on 31st August, Home Ministry has come out with a notification to ensure the effective roll-out of the exercise. Home Ministry led by Amit Shah issued a release to alleviate people’s fears regarding NRC.
The press release came after Union Home Minister convened a meeting on issues related to NRC publication. The meeting saw the presence of Chief Minister Sarbananda Sonowal, Union Home Secretary Rajiv Gauba, Assam’s Chief Secretary Alok Kumar and other senior officers.

In a detailed discussion on Assam’s situation, the Home Minister took up many issues related to the logistics of the exercise. Therefore after the meeting, Home Ministry issued a press release announcing decisions taken on the matter.
HIGHLIGHTS OF THE PRESS RELEASE BY HOME AFFAIRS MINISTRY:
- Those excluded from the NRC list will not be automatically considered as ‘foreigners’. They can appeal to Foreign Tribunals for registering their grievances. These tribunals, with the power vested in them under the provisions of Foreigners Act 1946 and Foreigners (Tribunals) Order 1964 can declare any individual as “foreigner”.
- An adequate number of such tribunals will be set up at convenient places to deal with the appeals of non-included people in the list. The government has also agreed to provide legal aid arrangement for the needy people.
- Ministry of Home Affairs has also amended Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003 to increase the time limit of filing appeals from 60 days to 120 days in Foreign Tribunals.
- To deal with the situation peacefully and maintain law & order situation, central armed paramilitary forces will also be deployed as per the requirements of the state government.
On Monday Assam Chief Minister Sarbananda Sonowal had expressed positivity regarding the publication of much-debated NRC (National Register of Citizens). He told media that the Home Ministry led by Amit Shah has been very upfront in providing every kind of help and to ensure peace in NRC publication.
